Naugatuck 2021 Election Profile: Helen Northrup


NAUGATUCK, CT — Election day is just around the corner and a number of key positions in Naugatuck will be on the ballot.

To help readers make an informed decision on November 2, Patch reached out to local candidates to share their views on various topics of importance to the borough.

Republican Helen Northrup, 48, is a candidate for tax collector in Naugatuck.

Occupation: Tax collector

Family:We are a family of 8. Our oldest son serves in the United States Army. He is 27 years old. Our second oldest son is in attendance and plays football for Anna-Maria College in Massachusetts and our last 4 attend all schools in Naugatuck.

The biggest problem in town is ______, and I plan to do this about it:

Work to reduce taxes. I promise to be a state certified tax collector who is present in the office to personally assist the taxpayer with any issues. From day one, I will follow all federal and state guidelines and laws.

Critical differences between me and my opponents:

I made a campaign pledge to obtain the state-required tax collector certification offered by CCMC (state code Sec 12-130a) by the end of my first term. I have already contacted the certification group to see if I was able to pass first class ahead of the election to show voters in Naugatuck that this was a promise I intend to keep. Unfortunately, they told me that I had to wait until after the election to take one of the courses or tests. In the first few weeks after being elected, I will start the certification program.


I have managed millions of dollars in restaurants. I was a training general manager sent to troubleshoot and open / reopen restaurants. My responsibilities were staff schedules, accounts payable, accounts receivable, and I was responsible for thousands of dollars of inventory and maintaining a positive growing balance with the bottom line.

What would you want voters to know about you?

I promise as a collector to be present in the office to manage, assist staff and assist taxpayers in the event of a problem. I will work closely with the mayor of the city, our citizens and the surrounding chambers of commerce to develop new businesses in the town of Naugatuck. Along with the staff, I will work to improve and manage a more efficient Garnet and Naugatuck Gray tax office.
